The rapid expansion of digital platform economies has fundamentally transformed electronic commerce from a business-to-consumer (B2C) model into a consumer-to-consumer (C2C) transaction environment. While C2C platforms have improved market accessibility and transaction efficiency, they have also generated new legal challenges arising from anonymity, information asymmetry, fraudulent transactions, and the limited effectiveness of existing consumer dispute resolution mechanisms. In response, Korea substantially revised the Act on the Consumer Protection in Electronic Commerce in 2026 by introducing obligations for platform operators to verify sellers¡¯ identities, cooperate in dispute resolution, and provide necessary transaction information. This article examines the legal implications of the amended Act by analyzing its institutional framework together with comparative legal approaches adopted in the United States, the European Union, and Japan. The study compares the scope of information collection and disclosure, the legal responsibilities imposed on online platforms, and the operation of dispute resolution systems in each jurisdiction. Based on this comparative analysis, it evaluates the characteristics and limitations of the Korean model. This article argues that the amended Korean Act adopts a hybrid regulatory approach that seeks to reconcile two competing values: protecting personal information through minimum data collection while enhancing consumer protection through procedural access to necessary information when disputes arise. Although this balanced approach represents meaningful legislative progress, the current framework still lacks an integrated mechanism capable of connecting information management with practical dispute resolution. Accordingly, this paper proposes a procedural governance model that combines minimum information collection, platform-based Online Dispute Resolution (ODR), risk-based fraud detection, and institutional cooperation between platforms and public dispute resolution bodies. Such a model would enable effective consumer protection while preserving privacy, thereby strengthening trust and accountability within the rapidly evolving digital platform economy.
