This study proposes a Virtual Financial Infrastructure (VFI) model based on a fintech platform to address the structural limitations of financial inclusion in developing countries facing institutional voids. Using the practical architecture of HANPASS as an empirical case, the study applies the Design Science Research (DSR) methodology to design a regulatory-compliant virtual financial infrastructure for cross-border remittance services.
To evaluate the proposed artifact, both quantitative simulations and qualitative expert validation were conducted. The quantitative analysis, based on data from the World Bank and the Bank for International Settlements (BIS), indicates that a stablecoin-enabled settlement model has the potential to significantly reduce cross-border transaction costs and settlement delays compared with the traditional correspondent banking system. The resulting cost savings may increase recipients' disposable income and create additional opportunities for productive investment by local micro-entrepreneurs.
For qualitative validation, a Delphi survey and Focus Group Interview (FGI) were conducted with nine experts in financial law, information security, blockchain, and foreign exchange compliance. The results indicate broad agreement regarding the feasibility of the proposed VFI architecture, particularly the Dual-Track Settlement Protocol, which combines conventional netting with a phased stablecoin settlement mechanism while maintaining compliance with the Korean Foreign Exchange Transactions Act and international AML/CFT requirements. The proposed offshore escrow mechanism for regulatory-void environments also received positive evaluations as a practical risk-mitigation approach.
This study contributes to the literature by presenting a DSR-based fintech architecture that integrates regulatory compliance, cross-border payment efficiency, and financial inclusion into a unified framework. The proposed VFI model provides a practical reference for fintech firms and policymakers seeking to expand digital financial services while addressing legal and institutional constraints in emerging markets.
